Project content: build a new production line of phthalic anhydride with an annual output of 50000 tons / year and a production line of unsaturated polyester resin with an annual output of 150000 tons / year, and build supporting facilities such as office complex building, warehouse, heat exchange device, incinerator and environmental protection facilities.

Total investment: 374.6254 million yuan.

2、 Overview of the possible impact of construction projects on the environment

1. Atmospheric environmental impact

The organic tail gas from the phthalic anhydride unit is collected and treated in the supporting catalytic oxidation unit, and then discharged up to the standard. The dust produced in the flake packing of phthalic anhydride finished products is discharged through the air exhauster with a height of not less than 15m after bag dedusting.

The organic waste gas from the unsaturated polyester resin plant is sent to the supporting incinerator for treatment and then discharged up to the standard. The powder dust escaping from the feeding port of the reactor is collected and treated by water film dedusting, and then discharged through the exhaust funnel with a height of not less than 15m.

The ethanol waste gas generated in the process of barrel washing is treated by gas collecting hood and activated carbon adsorption tower, and then discharged up to the standard.

The unorganized emission source of this project is mainly the large and small breathing gas produced by the raw material storage tank. In the process of material transportation, double tube material transportation is adopted, which can effectively avoid the generation of large breathing. Nitrogen seal is used for all storage tanks, steam tracing is adopted in winter, and circulating water spraying is adopted in summer to reduce daily temperature difference, which can effectively reduce the occurrence of small respiration.

After the waste gas of the project is treated and discharged up to the standard by corresponding measures, it has little impact on the ambient air quality.

2. Water environmental impact

The waste water of this project mainly includes organic waste water from unsaturated polyester resin plant, waste liquid from barrel washing and plant cleaning water. The production waste water of this project will be incinerated in the supporting incinerator and will not be discharged. The clean water and domestic sewage of the project are directly discharged into the pipe network of the park. The project wastewater is treated and disposed reasonably, which has little impact on the surrounding water environment.

3. Acoustic environmental impact

The main noise sources of the project are steam turbine, air compressor, pump, laminating machine, blower, etc. measures such as vibration reduction and noise elimination are taken for the main noise sources. Due to the silent environmental sensitive points nearby, there is little impact on the surrounding acoustic environment.

4. Environmental impact of solid waste

The waste catalyst of this project will be recovered by the catalyst manufacturer; the waste heat conducting oil, rectification residue produced at the bottom of phthalic anhydride rectification tower, unsaturated resin filtration residue, etc. will be collected and sent to a qualified disposal unit for disposal. Domestic waste is regularly cleared and transported by the park sanitation department. The solid waste generated in the whole plant area is disposed reasonably, which has less impact on the surrounding environment.

5. Environmental risk

The project strictly implements the relevant requirements and specifications in the design, construction, acceptance, daily operation management and other aspects, and will formulate strict management system and standardized operation procedures and procedures, so as to control the environmental risk level at an acceptable level.

3、 Countermeasures and measures to prevent or reduce adverse effects

1. Air pollution control measures

For strong noise equipment, sound absorption and noise elimination materials shall be installed. In order to reduce the air flow noise, a muffler is installed in the air passage.

4. Prevention and control measures of solid waste pollution

Domestic waste is entrusted to the environmental sanitation department for unified clearing and transportation. Waste catalyst and waste molten salt are recovered by the manufacturer; waste liquid, distillation residue, waste heat conducting oil and filter residue from naphthalene refining process are sent to qualified hazardous waste disposal unit for treatment. The waste liquid produced in the barrel washing workshop is sent to the incinerator of the resin workshop for incineration.

5. Environmental risk prevention measures

The project involves a variety of flammable and toxic chemicals. In terms of chemical storage and hazardous waste disposal, the regulations on safety management of hazardous chemicals and standards for pollution control of hazardous waste storage are strictly followed. The ground of main plant area is subject to anti-seepage hardening, and the raw material storage tank area is subject to anti-seepage hardening cofferdam and anti-seepage accident pool according to relevant specifications.
